Dear President Obama:

Congratulations on your inauguration as President of the United States. We, the undersigned, congratulate you on your accomplishment, , welcome you to your new post and look forward to supporting and working with you to fulfill your campaign commitment to making a college education affordable for all young people.

We hope that as you work toward that end, you will give serious consideration to the ABC Agenda for Higher Education of UNCF—the United Negro College Fund. We believe that just as education starts with the ABCs, so must America's education agenda:

Access and Affordability

As you said in your campaign, we must make college affordable for all Americans. We must ensure access and affordability by making sure that minority students are prepared for college and can afford to go. We must restore the purchasing power of Pell Grants and empower students with financial literacy skills that will help them open the doors to higher education. The nation should invest in making sure that students can afford to enroll in college — and stay through graduation.

Building educational capital

A nation that needs more minority graduates should invest in a solution that works: HBCUs. The nation's HBCUs have a proven record of educating and graduating highly skilled minority students. We must invest in HBCU infrastructure and, because 90% of HBCUs are able to meet only minimum standards of Internet connectivity, we must close the higher educational digital divide.

Community engagement

Our nation should encourage new ideas and invest in those that work. Ideas like mentoring and tutoring programs, and tax incentives for paid internships to encourage businesses to help students get invaluable experience, can dramatically increase the probability that a low-income, first-generation college student will graduate.

Please Help Our Country Rise to Meet These Challenges

Some say that in today's economic environment, we cannot afford to fund programs like the ones mentioned above. We say: We cannot afford not to make that investment.

Help our country live up to the ideal expressed in the UNCF motto: "A mind is a terrible thing to waste."®

Thank you!
